Under John McCain's plan, the youngest and healthiest workers will opt out of employer-based health care in favor of cheaper individual policies. Insurers offering individual policies will skim the young, healthy customers, leaving the older, relatively unhealthy individuals in the employer group plans, which will consequently become more and more expensive. In a worst-case scenario, employers will be unable to afford to continue group plans that cover their least healthy employees – and those employees will find themselves unable to obtain insurance at any cost. The number of uninsured Americans will actually end up increasing under Mr. McCain's plan. Yes, Mr. McCain's plan represents change. But it's the wrong kind of change.
